The ' Eclair' publishes an extraordinary story regarding the evidence to be submitted before toe International Commission. It is stated that the Russian witnesses intend to testify that emissaries of the Japanese Government engaged dozens of Danish pilots to wreck the Baltic fleet, and that Admiral Rozhdestvensky allowed them on board, but sem; them below, and then selected others. The paper also states that evidence will be given to the effect that the Japanese chartered a number of small vessels and transformed them into torpedo boats, which mingled with the Hull fishing fleet.
