(Received January 10, at 9.30 a.m.) Senators decline to ratify any arbitration treaties in their present form,' mainly in order to retain, their antoority over every stage of the negotiations. '• They specially claim the right to ratify or reject each special agreement under every treaty. ' President Tariff Conference, comprising the leaders of the Senate and the House of Representatives, refused to assent to an extra session in the spring, but offered to set up a Commission to inquire into the tariff schedules, with a view to a fiscal session in ths autumn.
