THE COMMISSIONS CONSTITUTION AND POWERS. TURKEY RESTLESS. CONSTANTINOPLE, October 26. It is proposed that the assessors under the Reform Commission be civilians. Their duty will be to supervise the reforms. The Airstro-Russian memorandum stipulates that the reorganisation of the gendarmerie be entrusted to a foreign general in Turkey's Eervice, supported by officers of nationalities representing the Great Powers. They 'Boll be stationed in various districts, and given facilities to supervise the attitude of the troops towards the population, and entitled to ask for additional officers of foreign nationality. A -mired commission of Moslems and Christians, in equal numbers in the chief towns, will investigate political and other crimes arising out of the recent disturbances. The Austrian and Russian Consuls will be members thereof. The Porte is required to allot money to repatriate and resettle the Christians, and rebuild their homes, churches, and schools. A commission, including Christian notables and the Russian and Austrian Consuls, will supervise the application of this money. Repatriated Christians are to be exempt from taxation for twelve months. The memorandum further states that the majority expressed the opinion that the atrocities were the work of Slavs and BashiBazcuks. The Slavs must be disbanded, and the formation of Bashi-Bazouk bands unconditionally prevented.
