MURDER AND RIOT. OFFICIALS DO NOTHING. Pres* Association—By Telegraph—Copyright ST. PETERSBURG, May 18. Prior to the outbreak at Kishineff, M. De Plehwe, Russian Minister of the Interior. in a confidential despatch, warned the Governor of Bessarabia of the preparations against the Jews, and directed him to contribute towards stopping the disorders by admonitions without any recourse to arms. He urged, owing to the general disquietude of the town population, the undesirableness of instilling antigovernmental feelings by too severe measures. The newspapers at Kishineff inflamed the populace, accusing the Jews of ritualistic murders. The Vice-Governor, who occupies .the office of Press censor, declined to interfere. The Governor assured a deputation that they had nothing to fear. Massacres, however, followed, the police hounding on the rioters. AMERICANS INDIGNANT. A CHARACTERISTIC REPLY. NEW YORK, May 18. Intense indignation is felt in New York, where a Hebrew appeal for a relief fund has been warmly endorsed by Christians. Mr Hay, Chief Secretary of State, communicated with Russia, who replied that there was little distress, but that charitable offers would nevertheless be appreciated. A TALE OP HORROR. AN OUTRAGE ON CIVILISATION. LONDON, May 18. (Received May 19, at 9,10 a.m.) Mr Alexander, president of the London Committee of Deputies of British Jews, and Sir F. A. Montefiore, president of the Anglo-Jewish Association, supply details of the Riahnieff atrocities. Fifteen streets were sacked, and 4,000 families rendered homeless. The official report admits that 700 houses and 600 shops were pillaged, and that forty-three persons were killed and 474»wounded. Children were flung into the streets out of windows, and many women were outraged and horribly mutilated. Some of the atrocities were incredibly ghastly.
