Sir, —As we are on the ere of a General Election I would submit the following -pro* wsals for the consideration of electors and sf candidates■ ;• ■ ....... r! ■ : No. I.—Thatthe Government issue .paper mrrency on behalf of private individuals rho pledge approved and that'this »per currency be legal render within the •olony. In this proposal there is nothing .brelntelynew. At the present time by lendng to settlers onr Government areassumbig he risk of securities. An institution _gnarir.tced by the Government is issuing a paper lurrency, and this currency has been made egal tender for. a fixed period. ; All that is teeddd to bring this proposal into force is 0 modify the 'Advances to Settlers Act, so hat instead of the Government advancing gold to the settler they sha 1 issue a guaranteed paper currency upon the same security, and charge only such interest-as may be deemed necessary to pay working expenses and recoup losses. I would invite consideration of this proposal in its relation to (a) our local industries, (b) local trade, (c) foreign trade, (d) our colonial debt. No. 2.—That each Grown tenant receive rebate of. rent for each worker earning a livelihood from the resources of the leasehold and for every person dependent upon this worker. There are legislative analogies that give some support to this proposal. Distressed Crown tenants receive rebate of rent; bonuses are riven to encourage local industries that axe likely to conduce to the general prosperity; the principle of holding a lease on condition o$ providing employment is embodied in onr mining laws. 1 would ipvite consideration of this proposal in its relation to the unemployed question, the poverty problem, charitable aid, local industry, and foreign trade competition.—■ I am, etc., J.
