RUMORED SPLIT IN THE GOVERNMENT RANKS.

RECONSTRUCTION OP THE MINISTRY TALKED OF. [F»ok On* Pakliakkstast Rspobtb*.] WELLINGTON, July 10. A movement is afoot among members of the Liberal party, and it may assume definite shape at no distant date, to force a reconstruction of the Ministry before the General Election. Those identified with the movement say that the promise of reconstruction after the elections will not suffice, for an endorsement at the polls of the past three years’ administration might be interpreted to mean satisfaction with the existing state of affairs. Possibly the present political calm presages a brewing storm, and the session may not after all fco so uneventful as has been predicted.
