MELBOURNE, August 23. With reference to the proposed exchange between Imperial and colonial troops, Sir George Turner states that the idea is to send small bodies of the permanently employed defence -forces of tho colonies to England, and to have their places filled for twelve months by men from the’Royal Artillery. Victoria contemplates sending fifty men from the Permanent Artillery. The co-operation of the other colonies is necessary before tho scheme, which Sir George Turner highly approves of, can bo earned out
