Japan lias placed large orders in Europe for munitions of war and small swift cruisers. ‘T ho Times ’ states that Russia will declare war if Japan remains obstinate SHANGHAI, Mat 2. The Pekin officials urge that an offer should be made By China to pay double the indemnity instead of the cession of part of the province of Manchuria. Others protest against giving up Formosa, and offer to contribute to the redemption fund.
