Dunedin, 81st March. ladies and Gentlemen,—The Committee, in submitting the fourteenth annual report, nave no reason, to complain of its position Or prospeot. In spite of the local Galls oh the Jewish community, and alsb the removal of several members from this City, the amount collected for this year's subscription is Lll lis. The past year has been one ef great activity In both departments of the Anglo-Jewish Association—vz, the protection of the interests of oppressed Jewish populations, and the education of Jewish boys and girls in the East, It is with regret the Council haVe again to report that ho change for the, better has taken plaoe in thn situation of the Jews either in BussH or Roumanla. . ~ . . With regard to Russia, it is unfortunately the fact that no useful action can be taken by the Jews in Western Europe, owln£ to the susceptibilities of the Russian Government with respect to foreign interference. The Council feel that representation to the Russian Government, wi hj the objeot of mitigating the severity of the exceptional laws against the Jews, can be but futile, or even prejudicial. The unmerciful laws cf General Ignatieff against the Jevs are being carried out in Russia with lncrnasing harshness, especially with respect to the limitation of the number of Jewish scholars ai higher solools and universities. Jewish students can henoetorth only form 3 per cent, of the total number, even in plaoes where the Jewish population is as high as 75 per cent, of the entire number of inhabitants. The Council aho regret to report that the philanthropic projeot of Baron De Hirsoh to raise the intellectual status of the Russian Jews, by means of an eduoation endowment fund of many millions of francs, has fallen through, the Government of Russia having refused its sanction to the scheme. We, however, hall with delight his projeot of defrayirg the oost of emigration to Buenos Ayres of Russian Jews.
The sohools for elementary and teohnical education in the Bast continue on their course of utility and progress. The presence of children of other creeds at these schools contributes to the removal of racial and religious prejudice. The Council of the parent Association again appeal to the Jewish communities to enable the Association to extend its useful work by providing the necessary funds for that purpose, and they cherish the conviction, that the aims and objects of the Association are as deserving of recognition as any of those institutions whioh ai e so liberally supported by the Jewish communities of the British Empire.—l have, etc., B.
