TO BE REFERRED TO ARBITRATION.
(By Bliotbio Telegraph.—Gopybioht.j [Per Press Association,] LONDON, January 6. There is no excitement or feeling exhibited by the English Press over the Behring Sea difficulty. The ‘ Standard’s ’ Washington correspondent telegraphs that the United States Government are considering a proposal to suspend sealing in the Behring Sea pending an agreement with the Powers interested. WASHINGTON, January 7.

Secretary Blaine accepts the principle of arbitration respecting the dispute, and suggests a revision of the Marquis of Salisbury’s references. The ' New York Herald ’ considers that the United States has no right to monopolise the seal fisheries under the terms of purchase from Russia. (Received January 8,1891, at 10.30 a.m.) It is believed that Mr Parnell has won over Mr O’Brien to his side. Mr Parnell intends to visit Limerick on Sunday. Secretary Balfour has returned thanks for the generous response to the appeal issued by the Lord Lieutenant and himself on behalf of tbe distressed Irish families. Mr Parnell and Mr O’Brien were closeted together for many hours yesterday, and resume their conference to-day.
