TO THK EDITOR. Sib,— “ Onlooker,” in last night’s issue, is “ unable to say” whether the mayor ilid or did not read his speech at the. hist council meeting. Let me assure your correspondent that although I was seated with the public at the rear of the hall my eyes and cars were sufficiently active to notice what I think most of those present must also have been aware of.
