MUNICIPAL.

St. Kilda.— The ordinary meeting of this Council was hold last evening, and attended by the Mayor (Mr H. GourleyK Crs Daley, Allan, Mitchell, Stenhouse, and Bellett.— The Mayor and Cr Stenhonse were appointed to attend the forthcoming Charitable Aid Conference.—Mr Mashie wrote complaining of cattle trespassing in the Borough, and stated that one of his children had been hurt last Sunday, by a cow. Referred to the ranger and inspector. A complaint was received against Francis Dooherty for keeping pigs within 20ft of a dwelling-house, Referred to the inspector. The inspector Reported that the formation of Market street was being Krooeeded with. A contract for breakig 300 yards of metal would be finished before next meeting. The work that Mr Sims had applied to have done would cost L 6 15s, and the cost of footpath asked for by Mr Burnside would be L 3 3s. It was agreed that the work at Mr Sims’s should he done, and the inspector was asked to report further re footpath at Mr Burnside’s, West Harbor. —At the ordinary meeting of this Council; held last evening, there were present the Mayor (Mr W. M, Hodgkins), Crs Ross, Barclay, Bain, Mauraia, Wise, M‘Millan, Albery, Walker, Bonnet, and C. W. ’ Genge. On the motion of Cr Barclay it was decided to suspend the Standing Orders in view of a motion which the Mayor intended to bring forward.—The Mayor moved—“ That the West Harbor Borough. Council desires to express Its deep sense of the loss which the

district has sustained by the untimely death of its representative in Parliament (Mr James Maoandrew), whose largehearted sympathies with every movement in connection -with the progress of this and the other parts of the Colony of New Zealand, extending over a period of many years, have endeared his name to all classes of the community. That this resolution be entered on the minutes of the proceedings of the Council, aud a copy forwarded to Mr Macandrew’s family, with an assurance of the Council’s respectful sympathy for them in their great bereavement,” Cr Albery, as the oldest councillor in the room, seconded the motion, which was carried unanimously.—An application was received from a woman for the remission of her rates for the current year. Several councillors expressed the opinion that the practice of remitting rates to persons in destitute circumstances was becoming very common, Cr Maubais moved be not pressed for in the meantime.” This was seconded by Cr Bain and carried. The Mayor and Crs Wise and Albery were empowered to sign the rate-book foi the four wards on behalf of the Borough.—The Finance Committee forwarded their proposed estimates for the year 1887-88 for the approval of the Council;—Cr Wise moved and Cr M'Millan seconded—“ That the Finance Committe’s report be received and adopted, and that this Council resolve to strike a rate on March 22, 1887, of 1s in the pound for year commencing April 1, 1887, and ending March 31, 1888 ; such rate to be payable on April 1, 1887, in one sum ; and that it be publicly notified at least twelve days before March 22, 1887, that the ratebook is open for inspection.” Carried. Port Chalmers, —The usual fortnightly meeting of this Council last Monday was attended by the Mayor (Mr E. G. Allen), Crs Watson, Putnam, Read, North, Murray, Schumacher, Fullar, Millar, Cook, Gardner, and M‘Kenzie.—The Mayor and Cr Murray were appointed to attend the adjourned conference re charitable aid. — The secretary of the united districts of the Charitable Aid Boards forwarded a list of persons receiving relief in the Borough, and requested that it be examined. The clerk was instructed to famish the secretary with the names of those persons receiving relief outside the Borough and whioh are included in the same list.—The Hon. W. J. Reynolds and Captain W. Thomson wrote thanking the Council for wishing to re-elect them as Sinking Fund Commissioners, and suggesting the Public Trustee as the Commissioner for the Borough. Referred to the Mayor to report.—lt was resolved : “ That it be recorded on the minutes of this meeting the deep sense of regret felt by the members of this Council at the untimely death of Mr James Maeandrew, by whose demise a severe calamity has fallen upon this community, and whose loss may be regarded as a public misfortune ; and that a letter of heartfelt sympathy with the family of our late friend and benefactor be forwarded to Mr Colin Maeandrew.”—The Water Committee reported that the tank Emma was in a very leaky condition, and recommended that the engine, boiler, and jump be taken out of her, and the lull sold; having accepted the tender of Mr J. Connell (L 8 18s) for laying a branch pipe across the George street pier. —The Finance Committee submitted the probable income and expenditure for the current year.—The Reserves Committee recommended that Mr J. Sullivan, residing on the Town Belt, receive notice that unless he pays L 4 per year rent, after the expiry of the current year, he must give up possession of the land. The Committee also recommended the leasing of vacant sections, and that the Council carry out the terms of Mr Hudson’s lease.—The Works Committee reported that the inspector and staff had been engaged since last meeting forming footpath in Harrington street and effecting some repairs on the Blueskin road. The reports were adopted. —Cr Watson proposed and Cr Cook seconded—“ That the general rate at next meeting of Council be Is in the £, and the water rate as fixed by section 325 of the Municipal Corporations Act, 1886.” Crs M'Kenzie, Schumacher, and Millar having spoken in favor of the rate being 9d in the £, the resolution was carried.
