North east Valley. This Borough Council's meeting last night was attended by the Mayor, Crs R : shworth, Anderson, Bloxham, Farquharaon, Godfrey, Sohlotel, and Short—The Tramway Committee reported having gone carefully into the arrangement made with the promoter of the tramway to the Borough, and oomo to the conclusion that tho promoter has not complied with the terms and conditions as set forth m the deed of agreement. They therofore took it upon themselves to instruct tho clerk to make inquires by letter to tho Under-Secretary j for the purpose of ascertaining whether the J promoter had made application to the Government for the Governor's assent to lay down a tramway in term 3 of the Tramways Aot, 1872 ; and if so, when. The UnderSecretary bad written in answer to the clerk's communication :—" lam directed by the Minister for Public Works to acknowledge the receipt of your lettor, and to state thus fch» application for the Nor'.h-iust Va{l(_ i/rarnvray has been made, and the order "ignod by r,he Governor on *V 7th hxi'y., .vakiioTising the work to bo comuieuoeo. within six montns and finished within sixtseu inoaths from th« dafce thereof." The report was adop'-ed.—The Finance Committee, in presenting a statement of liabilities and assets, also of estimated expenditure, expresHod regret that they could not give a very flourishing account of the Borough's position, owing chiefly to the withdrawal of the Government subsidy, as works were entered into last year on the faith that local bodies would receive the subsidies to the end of the agreed time. It was recommended that the Council should out down expenses in every practicable way, so as to provide for the payment of all existing debts; also that L 1.600 of the balance at the bank of the special account be invested for three or four years, bo as to pay off dabts on contracts Noa. 2 and 3 j and that Mr Hay's aocount (L 530) be paid out of the balance of loan, as it was for levels and main road contracts which were authorised when the loan was sanctioned. The report showed the assets to be L 4,686 and tho liabilities L 5,129. —It was deoide-d to give a fair share of tho Borough advertising to the 'Daily Times. '*—The cle'rk was appointed dog-tax oolleotpr for the Borough. A motion to refund half -a - crown to owners of doge who produce registration tickets for 1880 was negatived.—Cr Sohlotel was appointed, a member of the Works Committee. —Notice of motion was given by Cr Green to dispense with one of tho surfacemen and to reduce the clerk's Balary LSO a-year,
