REQUEST BY PRESIDENT

WASHINGTON, November 14

President Truman has asked Congress to authorise a new appropriation of 1,350,000,000 dollars for UNRRA. He said that the programme would be extended to Austria, and, to a limited degree, to White Russia andt the Ukraine.

The President pointed out that China represented the greatest relief responsibility, and said Italy's destitution was also appalling.
