MANY ARRESTS MADE

WASHINGTON, September 30. The War Department has released a report dated August 20 from General Eisenhower on the American zone stating that about 80,000 persons were being held under mandatory arrest in connection with de-Nazification. Another 35,000 prisoners of war would be added to them, the report said..

The dismissal of Freinrich Schaffer, the much-criticised Conservative Minister and president of the Bavarian civil administration was announced yesterday after General Patton had made a personal report <to General Eisenhower on his efforts to de-Nazify Bavaria, says the Associated Press. Dr. Wilhelm Hoegner, a Social Democrat, described as a veteran opponent of Nazism, has been named to succeed Schaffer.

A statement from Patton's headquarters said that Schaffer's resignation, which was offered to the military Government three weeks ago, has been accepted and a liberal regime substituted.

About 70,000 ardent Nazis who are not subject to mandatory arrest have been removed from public offices. The demilitarisation of Germany is proceeding rapidly. Considerable political activity is expected in future months. Most of the organisations proposed have been Leftist. The food' Situation in west Germany is perhaps the most serious problem. The average consumption is one-third .below the daily subsistence level of 2000 calories. Black markets are not developing significantly, but inflation is growing.

Placards threatening reprisals by former members of the Wehrmacht against German women who fraternise with Americans were found posted in the centre of Munich today, says the Associated Press. This is the latest of several instances of underground activity attributed to remnants of the SS brigade who are roaming the Bavarian foothills. The authorities believe that cold ar.d hunger will shortly force them to surrender.
