HELP IN BERLIN ZONE

LONDON, September 11. Marshal Zhukov, commander of the Russian districts of Berlin, has cancelled his order forbidding the* sale of surplus agricultural produce by the Germans. Banks and savings banks are to be reopened and they may grant credits for the encouragement of industry.

For this purpose, the Russians are also making a grant of 200,000,000 Reichsmarks to the various organisations under their jurisdiction.

TRADE UNIONS RETURN

LONDON, September 10. In Hamburg today the British Control Commission announced that German workers in the British zone would be allowed to form trade unions, and meetings of small groups would be permitted to enable them to formulate plans.

The commission said the military government desired that the German people should themselves decide the kind of trade unions they; should have. The existing" controls over wages, prices, and rationing would remain as a precaution against inflation, and therefore the unions would not be allawed to enter into negotiations on questions of wages or hours.
