PEARL HARBOUR REPORT

NEW YORK, September 5. The Secretary of State, Mr. James Byrnes, at a Press conference denounced the army board's report on Pearl Harbour. He said that the board had j exceeded its jurisdiction and had invaded the field of civilian rights by trying to place part of the blame on Mr. Cordell Hull, then Secretary of State. It was the first time in American history that a board of army officers had undertaken to criticise the Government's civilian policy-making officials. Any investigation of the conduct of foreign policy was the prerogative of Congress.
