MAGISTRATE ON BAR HOURS
■ "It is doubtful whether there is any public need for bars to open before 11.30 a.m.." said Mr. J. H. Luxford S.M., in evidence before the Royal Commission en Licensing yesterday. "Personally I consider there is no need at all for it. The ideal opening hours, in my opinion, are 12 noon to 7 p.m. and 8 p.m. to 10 p.m., with this proviso: no liquor to be sold after 6.45 p.m. or 9.45 p.m. A quarter of an hour should always be allowed to finish the last drink, and for the publican to get his bars cleared. There should be a further five minutes' special grace allowed a publican before he becomes subject to prosecution under the 'closing' provisions."
