REGIONAL SECURITY
SOVIET PLAN RECEIVED
SAN FRANCISCO, May 19. Russia has submitted to the other members of the Big Five the longawaited draft proposal accepting in principle the American compromise formula for incorporating regional security arrangements in the new world organisation. The Russian proposals differ from the American amendment in language, but recognise the principle that individual countries or a group of nations have the inherent right to act immediately in selfdefence if the security council fails to preserve peace. The Soviet draft is reported to follow closely in phraseology the amendment previously submitted by France. Mr. Gromyko is reported to have received the propqsals from Moscow today and he immediately called a meeting of the Big Five, who are meeting again tomorrow evening. The American delegation is to discuss the Russian draft at noon tomorrow. All delegates have been asked by the secretary-£eneral> Mr. Alger Hiss, to try to complete their business By June 1 or 2. The executive committee asked for time to consider the request. The correspondent of the "New York Herald Tribune" says that the United States delegation had decided, mainly at the insistence of Mr. Stettinius and Senator Vandenberg, to place the inter-American compromise proposal regarding regional arrangements before the conference on Monday 'morning, even if Moscow had not by then approved the formula. Latin-Americaft sources were informed that Mr. Gromyko had attached a memorandum to the text of the compromise proposal stating that the Russian delegation seriously questioned the principle and had accoi'dingly asked Moscow for instructions.
