Government, which is not recognised by either Britain or America, was to be replaced by a broader administration, representing a wider field of Polish political opinion. ATTITUDE MADE CLEAR. Both the British and American Governments were only informed by Moscow when the pact was about to be concluded, and it can be said that they made their attitude quite clear. It appears from all the indications reaching London that Russia has now set her hand against including Polish representatives fr,om abroad in the Government. The leaders of the British, Russian, Chinese, and American delegations will address the second plenary session of the conference on Thursday, it is stated officially in Washington. The head delegates of these four sponsoring nations are the four Foreignl Secretaries—Mr. -Eden, Mr. Molotov. Dr. Soong, and Mr. Stettinius.
