LEAVING ARGENTINA

NEW YORK, August 8,
Diplomatic circles say that Mr. Norman Armour, the American Ambassador, is returning from Argentina because the Argentine Government broke a promise to him that it would break off relations with the Axis if the United Nations recognised the Ramirez regime, says the "New York Herald Tribune's" Santiago correspondent.
Diplomats say that the British and American Governments recognised General Ramirez because of that understanding.
