Dealing the Administration another legislative setback, Congress completed legislation forbidding the use of subsidies to push down retail prices, and ordered that reductions in , the price of meat and butter should cease by August 1. This action was taken despite repeated declarations by Administration 'spokesmen, including Mr. Roosevelt, that it would, be impossible to .hold the line against inflation without subsidies. '
