CONFERENCE PROPOSALS

HAMILTON (Bermuda), AprJl 29 The British-American refugee conference ended today with the an* nouncement that an agreement has been signed making joint recommendations designed to relieve a substantial number of refugees of all races and nationalities. The Associated Press says that a confidential report on the refugee problem is understood to include, first, the impossibility of large-scale evacuation of Jews other than oppressed peoples from occupied Europe because |of the transportation problem and the difficulty of negotiating with the enemy; secondly, a recommendation to 1 temporarily relocate in Africa 80,000 refugees now in neutral countries all peace permits a return to their homelands; thirdly, provision for feeding and faring for refugees in neutral countries through an inter-govern-mental committee, possibly including Spain and Portugal.
