NAVAL OFFICERS' PAY

Information that the pay and outfit gratuities of junior officers of the Royal New Zealand Navy are at present under consideration is given by the Minister of Defence (Mr. Jones) in replying to representations made on behalf of an officer. It has also been stated by the Minister that the rates of pay in the Royal New Zealand Air Force were receiving consideration with a view to removing any anomalies revealed by comparisons of the pay of the three armed forces. In making the representations Mr. F. L. Frost, M.P., pointed out that it appeared that the United States naval officers received greater tropical allowances than did New Zealanders. It was asked whether anything could be done in the matter.

The Minister, in his reply, points out that the pay of sub-lieutenants of the Royal New Zealand Navy, irrespective of where they are serving, is at present 11s a day. Following the principle adopted by the other Service Departments in New Zealand, a compulsory allotment was introduced in the Royal New Zealand Navy and brought into effect on .March 6, 1941. That allotment was declared only by personnel who were being paid on a sterling basis. The allotment for sublieutenants was 3s 6d a day. The compulsory allotment required to be declared by sub-lieutenants was reduced from 3s 6d a day to 2s as from April 1, 1942. and it was cancelled entirely from October 1, 1942.

"Briefly, therefore, it may be stated that sub-lieutenants of the Royal New Zealand Navy now receive 11s a day and are not required to declare any compulsory allotment," the Minister states. "In addition to that amount deferred pay at the rate of 2s a day is credited to each sub-lieutenant and will be paid to him on his discharge. The total emoluments of sub-lieu-tenants, therefore, are 13s a day." Regarding tropical allowances, the Minister states that the amount paid to officers serving in the Royal New Zealand Navy is £5, which is the same as the grant made to officers of the Royal Navy.
