LONDON, February 23

The American Under-Secretary of State, Mr. Sumner Welles, stated in Washington that the United States is giving close attention to the movements of the French warship Dunkerque, which has just arrived at Toulon from Algiers.

Vichy has been warned that the security and independence of the French fleet are of primary concern to the United States Government. Close contact is being maintained with Admiral Leahy, Ambassador to Vichy.

Lord Halifax, British Ambassador in Washington, saw Mr. Welles this morning.
