NEW YORK, February 20
The Washington correspondent of the "New York Herald Tribune" says it is established that Vichy does not deny that it shipped mechanical transport and food for the Axis forces in Libya, thus enormously assisting the campaign. It denies, however, the shipment of actual war material for the Axis. , ■ ■ .
Pending a decision, Washington has discontinued shipments of food to French areas'in.1 North Africa;
