LONDON. Nov. 19

The British Overseas Air Corporation officials refused to give Litvinov and his wife seats in the plane leaving Teheran this morning for Cairo and allowed the plane to take off. leaving them standing on the airport.

The Associated Press correspondent at Teheran says the Litvinovs" arrived at the aerodrome a quarter of an hour before the take-off, accompanied by the Soviet Ambassador at Teheran, M.. Smirnov. It is stated that the Litvinovs were promised a passage, but on reaching' the plane they were informed that all the .seats were taken. The plane carried a British Legation counsellor, a former British Legation attache, and six other British passengers. -

After the plane left. Mr. Bullard apologised profusely to M. Litvinov and also called at the Soviet Embassy and expressed his regrets. He promised that permission would be given for a Soviet plane to fly the Litvinovs to Egypt.

A British Overseas Airways official in London stated that the corporation had nothing to do with the allocation of the seats in its planes.
