JAPAN'S PROTECTION
WHY IT WAS ACCEPTED
INDO-CHINA CUT OFF
LONDON, August 4,
A Government spokesman in Vichy is reported to have said today that no military facilities, such as had been granted to Japan in Indo-China, would be given to any outside Power in any other part of the, French Empire.
France had accepted Japanese military protection because IndoChina was cut off from France and it was impossible to safeguard the country.
The case of Indo-China would not oe repeated because circumstances elsewhere in the French Empire were different, particularly in French Africa.
The Vicny spokesman was referring to a statement by Mr. Sumner Welles, the American Under-Secretary of State, that the United States would be governed in" its relations with Vichy by the manner in which Frendi territories were defended against Axis aggression. '
The harbour at Saigon is now full of Japanese transports, freighters, and warships. Messages from Saigon say that since disembarkation began five days ago a steady stream of men **as disembarked from 25 troop-laden ships. Many more transports are said to be on their way.
Air services have been suspended because landing fields and bases are in Japanese hands. (
