NAVAL SECRETARY URGES REPEAL

DEMAND TO VICHY

(Rec. 2.20 p.m.) WASHINGTON, May 21. The Naval Secretary, Colonel Knox, declared at a Press conference:— "The Neutrality Act was a terrible blunder, and should be repealed. We should return to the freedom of the seas policy, permitting American ships to sail to British arid other ports. .

- "I am a firm believer, like the President, in the traditional policy of freedom of the seas. It is silly to contend that because convoys were effective in the last war they should be adopted in, this one."

•The Associated Press of America says it is learned authoritatively that the United States has made the equivalent of a diplomatic demand on Vichy for a forthright declaration in writing of France's intentions regarding collaboration with Germany.— IT.P.A.
