The former Governor of the Philip pine Islands, Mr. Paul McNutt, in a radio address urged the United States to adopt a strong policy in the Far East, He' declared that the ChineseJapanese war had now developed the character of a preliminary offensive against the outer, defences of the Philippines. "I would like to see 'he Philippines • fortified, because the decision not to fortify the islands was made before the tempo of world affairs accelerated." he stated.
