A Gallup poll on the question of whether Americans would favour going to war if American merchant ships with American crews were used to carry war materials to Britain and some were sunk by submarines resulted: In favour of war, 27 per cent.: not in favour of war, 61 per cent.; undecided, 12 per cent.

Mr. Gallup points out that, it is quite conceivable that the American people would react entirely differently if units of the fleet were damaged or if merchantmen were damaged outside the war zones.
