MR. HOPKINS BACK IN U.S.
NEED FOR MATERIALS
HITLER UNLIKELY TO WIN

NEW YORK, February 16,
Mr. Harry Hopkins, who has been in England as President Roosevelt's personal representative, arrived by the clipper. He said: "The British need our help desperately and need it now. I am sure- they are going to get it. They need no men of ours. "I do not think that Hitler can lick these people. They are about as tough a crowd as there "is, and they have got the military stuff. With what we can send them they can win. It will not be a stalemate war. "I saw their Navy, Air. Force, and Army. . "The British people are determined to win, and can do it without more men, but they must have material. I was sent over on a specific mission and I completed it." Asked if his mission had been merely for observation, Mr. Hopkins said. "It was more than that," but refused to. expand his statement.
Mr. Hopkins proceeded to his hotel to meet the new United States Ambassador to London, Mr. Winant. He proposes to go to Washington later, and will probably meet Mr. Roosevelt to-
night.
