SPECIAL COMMITTEE

EUROPEAN POSSESSIONS IN AMERICAS (Received August 30, 2 p.m.) WASHINGTON, August 29. President Roosevelt has named the Assistant Secretary of State, Mr. Sumner Welles, as the United States representative on the Emergency Committee which will administer European possessions in the Western Hemisphere in the event of any attempt to change their status or sovereignty. The committee is to be established as a result of the Act of Havana and provides for one member from each republic.

The Secretary of the Navy, Colonel Frank Knox, announced that the United Aircraft Corporation was manufacturing 17,000 Pratt Whitney aero engines for the army and navy at a cost ol 160,000,000 dollars.
