A COMMON PROBLEM

The chairman of the American members of the joint OanadianUnited States Defence Boar* 3, Mr. La Guardia, told the Press: '"I do not think any international board ever got down to business as vapidly as we did today. We took j nst six and a half minutes to dispose <of the preliminaries.
"We have a common problem, the object of which boils down to whether we will face existing world conditions and wheth ,er strategic points on the continent will be taken as bases for offensive c operations by a potential enemy or used as outposts for the defence of our hemisphere." The Board indicated that it hoped to complete by tomorrcirw night specific recommendations few the strengthening of defences. It is said, but without confirmation, that the Board is considering having additional battleships on patrol along the Atlantic coast anc'i the construction of a military highw ay across British Columbia to Alaska. A Washington, message states that during a discussion, in the Senate on the proposal to transfer destroyers to Britain, Senator S1 »ewart said that he favoured sending f#3 or 100 destroyers to Britain and "aJJ other aid short of war.
