LONDON, July 29. Moscow says today that the j Russian demands for the return of rolling: stock which •is alleged to have been withdrawn arising out of the occupation of Bessarabia and northern Bukovina has so far failed to bring any satisfactory reply from Bucharest. The Soviet declares that the withdrawal of the material violated the agreement by which those territories were received into the Soviet Union.
