BLOCKADE OF GERMANY

DIFFERENT POSITION

"JAPAN NOT AT WAR"

STATEMENT BY MR. HULL

(Received July 18, 10.50 a.m.)

WASHINGTON, July 17,

The Secretary of State (Mr. Cordell Hull), in reiterating America's opposition to the closing of the Burma Road, rejected reported German assertions that to be consistent the United States should protest against Britain's blockade of Germany.

Mr. Hull told a Press conference that there was a marked legal distinction between a blockade by a belligerent Power, and the negotiations between Britain and Japan, particularly since China and Japan were technically not at war. .
