The Tokio correspondent of the United Press says that Emperor Hirohito has proclaimed an amnesty for 48,000 prisoners, restored civil rights to 180,000, and reprieved all who were awaiting, execution. This gesture is the third in Japan's history and marks the 2600 th anniversary of the Empire.
