COMMENT BY MR. GANDHI
BOMBAY, February 11
Mr. Gandhi, in an article in his paper, "Harijan," expresses the opinion that his meeting with the Viceroy has clarified the Indian situation. He says negotiations are not closed. The hour for civil disobedience has not yet been reached. He does not doubt the sincerity of Lord Linlithgow, who is doing his utmost to understand the position of the Congress Party.
