GUARANTEE WANTED
PAYMENT FOR RESCUE
JAPANESE SKIPPER
ALLEGATION AT INQUIRY
(Received February 10, 1 p.m.)
MANILA, February 9.
The master of the President Quezon, Captain Crispulo on Rubia, whose ship sank on January 26 after it had run aground in a storm off Tanegashime Island, told a court of inquiry that the captain of the Japanese liner Ukisima Maru refused aid unless he signed a guarantee of payment.
Captain Rubia added that he was forced to leave the sinking ship aboard the second lifeboat to sign papers assuring the rescue of the passengers and crew, many of whom were aboard when he left the ship.
The master of the Ukisima Maru refused to lower his lifeboats until the papers had been signed and refused to send radio messages unless they were paid for in cash.
