LONDON, September 19. The Riga correspondent of "Thfl\ Times" says that Estonia has dismissed the head of the navy and the chiet" of the naval staff in consequence of that escape of the Polish submarine Orzd," which was interned at Tallinn- * ; ' The Estonian authorities are accused of abetting the escape of the Polish ■ submarine Orzel. Reuters' agency re« . ports that the Tallinn wireless emphatically denied the Soviet allega*' ■- tions and declared that the crew of the Orzel actually disarmed Estonian guards who tried to prevent its departure, as a result of which several wer« killed. It is officially reported from Riga that since the beginning of the war there have been no foreign submarines in Latvian waters. The coastal defences were strengthened immediately after the outbreak of war, and it wquld be impossible for submarines to gain shelter. Diplomatic circles in Moscow are discussing the possibility of the Soviet invading Estonia.
