(By Telegraph—Press Association —Copyright.) (Received August 24, 10.10 a.m.) LONDON, August 23. The Institute of Underwriters has announced an increased minimum war risk rate for risks "outside the war risks cargo pool," operative as from August 24. The rates are as follows: —■ Baltic, SOs per cent. Mediterranean, 35s per cent. Australia and New Zealand. 15s per cent, out and 20s per cent. Home. Gei-man and Italian ships are excludi cd. but they may be rated at the discretion of underwriters. The new rates are lower than those current during last September, and are approximately equal to thosa applying !to conditions at the time of Italy's annexation of Albania.
