PRISONERS AT TIENTSIN

(Independent Cable Sarvice.) (Received August 18, 1.15 p.m.) LONDON, August 17. Following an ex parte application on behalf of the four Chinese prisoners in Tientsin, Mr. Justice Cassels has approved of the issue of a writ of habeas corpus to be returned on August 22 and directed to the Foreign Secretary, the Consul-General at Tientsin, the chairman of the British Municipal Council at Tientsin, and the gaoler at the British prison. The granting of the summons means that habeas corpus proceedings can now occur in England instead of at Shanghai.
