MEETING THE SOVIET

LONDON, July 25. "The Times" says the Government, m an attempt to overcome the deadlock in the negotiations between Britain, France, and Russia, has sent instructions to the British Ambassador, Sir William Seeds, which will enable him to attack the problem from a fresh angle. The proposed pact would be bipartite, namely, political and military, whereas hitherto the political part had solely been emphasised. It is suggested that military talks should begin in order to enforce both simultaneously, as the Soviet originally desired. If a military milssion were sent an officer of high rank would lead it. The Navy would also be represented.
