President Roosevelt said at a Press conference:— "The refusal of the Senate to act this session concerning neutrality has killed off a nice little business boom, due to uncertainty created in business circles, and will have an adverse economic effect until next January, when Congress again sits." The President ?aid that an analysis of 45 newspaper editorials throughout the nation showed a widespread demand, regardless of political affiliations, for having something done to make the United States neutral and avert war.
