APOLOGY MADE TO BRITAIN 1

TOKIO, February 22. Japan has apologised to Britain for a "regrettable error" in the bombing of Shumchun. A War' Office communique states that a plane dropped a bomb in mistake on British territory and that the missile struck the engine of a train.
