SOUTH AFRICAN RULING

(Received February 23, 11.10 a.m.) CAPE TOWN, February 22. In the House of Assembly, the Speaker- checked the leader of the Union Labour Party, Mr. W. B. Madeley, for criticising the Munich Agreement and Mr. Chamberlain. He ruled that members must not criticise Mr. Chamberlain or the heads of foreign Governments.

A cablegram received from Cape Town on February 21 stated: —The Speaker of the Union House of Assembly three times ruled out the Rev. Mr. Cadman, a Labour member, for criticising Herr Hitler, to whom he referred as an upstaft. Mr. Cadman deplored Mr. Pirow's visit to Herr Hitler, who, he said, "is a person with whom I would not shake hands."
