FORTIFYING GUAM

MEASURE BEFORE CONGRESS

WASHINGTON, JTanuary 19,

Despite President Roosevelt's disclaimer that he had approved the proposed 5,000,000-dollar expenditure on the fortification of Guam Island, a naval bases measure dealing with it was introduced into Congress today, avowedly "with the Administration's approval."

A White House spokesman asserted that a decision concerning fortifying. Guam could not,be guided by the advice of admirals, since the question was primarily political, and could be best approached through negotiations with Japan.
