IMPERIAL DEFENCE
MR. F. B. DWYER TO GO
HOME
A YEAR'S TRAINING
Cabinet has selected Mr. F. B.| Dwyer, accountant of the Internal Affairs Department, to proceed to England to attend the -Imperial Defence College for a period of twelve months. Mr. Dwyer, with his wife and family, will leave Wellington on Monday for Auckland to connect with the steamer. The Imperial Defence College in i London was opened in January, 1937, and was formed for the study by selected officers of the fighting services and civilian officials on problems in Imperial defence with a view to training them in the broadest aspects of Imperial strategy. PURPOSE OF COLLEGE.
The supervision of the college for professional purposes is vested in the Chiefs of Staff Sub-committee of the Committee of Imperial Defence, but the Admiralty is responsible for its administration. The college is de-
signed to provide instruction at each course for five officers from each of the three British defence services and a total of 15 officers from the Indian Army, the Dominion, and the British and the Indian Civil Services. The Commandant is appointed from and paid by the Royal Navy, the Army, and the R.A.F. in turn for a period not exceeding two years in each case. Each of the three Departments also provides and pays an instructor, and shares equally in the other expenses of the college. No contribution is made by the Civil Departments in respect of the members of the British Civil Service attending the college as students, but a fee based on the overhead cost of the college is charged for the students sent by Dominion or Indian Governments.
As far as the New Zealand Military Forces are concerned, five officers have undergone the course since the college was opened, the last being LieutenantColonel R. Miles, who has just completed the 1938 course. Mr. 1. B. Dwyer is the first civilian officer from New Zealand to be selected for the course.
