OPENING OF PEARL RIVER

(Independent Cante Service.) HONG KONG, November 18. Admiral Shiozawa, after discussing with the British Commander-in-Chief in China, Admiral Sir Percy Noble, the problem of the reopening of the Pearl River to foreign shipping, said fthat the Japanese' were willing to reopen the river, but were acting in ' the interests of foreigners. They could not comply at present as the river banks were swarming with Chinese guerrillas.
