TOKIO, November 18.

In reply to the American protest against the violation of the "open door" policy in China, the Japanese Government promises the restoration of normal trade as soon as possible. At present exchange control is necessary to prevent exploitation of the disparity between the federal and the old Chinese currencies.

(Independent Cable Service.) PEKING, November 18, Japanese experts admit that they have been baffled in their attempts to stabilise financial and commercial conditions in North China, as private Chinese refuse to co-operate. Headquarters in Tokio refuse to send capital except for military operations.
